For your convenience, bonds can be purchased online by anyone with a Social Security number (SSN) and is a resident of the U.S.A., a U.S. citizen residing abroad, or a civilian employee of the U.S. regardless of residence. Unlike other securities, minors can own U.S. Savings Bonds. A parent, relative, or friend can buy a bond for a minor (who may not have a SSN). Once the order is placed, it takes about two weeks to be received.
